Summary:
Gets the per-instance registry of named blob caches — this is where
SettingsBase looks up its backing cache and where settings-store
builder extensions write new caches. Instance-scoped so every Akavache
instance owns its own registry, which is the foundation for running tests in
parallel without cross-contamination and for hosting multiple independent
Akavache configurations side-by-side in a single process.
