Summary: Occurs when a property value changes. Raised by SetObservable after updating the underlying stream so plain INotifyPropertyChanged consumers (e.g. data-binding frameworks that don't speak Rx) can still observe mutations. Observable-aware consumers should prefer subscribing to the property stream directly.
