Platform-agnostic event-based observable for property observation. Collapses Observable.Create + StartWith + DistinctUntilChanged into a single allocation. Used for WPF DependencyProperty observation via DependencyPropertyDescriptor.AddValueChanged and WinForms {PropertyName}Changed event observation.
