Summary: Returns an observable that raises whenever the dependency property changes on sender.

Parameters

Name	Type	Description
`sender`	object	The DependencyObject to observe.
`expression`	Expression	The expression carried on each notification.
`propertyName`	string	The property name, without the `Property` suffix.
`beforeChanged`	bool	`true` observes the property as a plain object property, since a dependency property has no before-change notification.
`suppressWarnings`	bool	Passed through to the plain-object observer when it is used.

Returns: IObservable> -- An observable that registers a property-changed callback and unregisters it on disposal.

Exceptions
