Parameters

Name	Type	Description
`type`	Type?	The runtime type to query.
`propertyName`	string	The property name to query.
`beforeChanged`	bool	If true, indicates the caller requests notifications before the property value changes. If false, indicates after-change notifications.

Returns: int -- A positive integer if supported; zero or a negative value otherwise.

Remarks

        This implementation returns a higher affinity than the INPC-based implementation because every
        IReactiveObject also implements property change notification and should be preferred when available.
